GPPi publishes policy paper on engagement and cooperation in humanitarian assistance
On 25 August 2009 GPPi published a policy paper entitled, "Beyond the Transatlantic Divide: Deepening Western Cooperation and Broadening Donor Engagement in International Humanitarian Assistance." This policy paper is authored by Abby Stoddard, Non-resident Fellow at New York University’s Center on International Cooperation, and founding partner of Humanitarian Outcomes.
The paper points out that in terms of cooperation between humanitarian providers and policy makers, the institutions and senior personnel remain predominantly European and North American. As such, the homogeneity of its primary actors limits the potential of humanitarian action to grow in scope and effectiveness. The paper sets out to examine some of the practical operational differences between the major donor governments, and suggests ways this largely homogenous group can broaden its membership based on its recent cooperation gains to reach out to new, non-Western donors and partners.
This paper is the third in the series of three that are part of the "Raising the Bar: Enhancing transatlantic governance of disaster relief and preparedness" project.
